So he’d assumed Eun Seo-ho was no different from those merchants.

I could guess what this pavilion had been built for.

It was a place to discuss sensitive matters.

With nowhere to hide in any direction, no one could secretly eavesdrop.

And if guards were posted at a certain distance, even they wouldn’t be able to clearly hear the conversation.

Of course, if you couldn’t guarantee your safety, you’d keep the guards closer.
